Nagorno-Karabakh Republic. The state order. Nagorno Karabakh is a sovereign republic. In NKR the power belongs to the people, who exercise their power through free elections, referenda, as well as state and local government bodies and officials. State authority is exercised in accordance with the laws; on the legislative, executive and judicial principle.
The President appoints the Prime Minister, approves the government's structure and composition. The Presidential form of government of NKR was introduced on December 22, 1994. Robert Kocharyan was elected President by the National Assembly and as a result of general election in November 1996 he became the first president of NKR. In 1998 and in 2002, Arkadi Ghukasyan was elected President of NKR.
The National Assembly is the supreme one-chamber legislative body of NKR. National Assembly’s powers are defined by the NKR law on "the National Assembly of NKR". The National Assembly consists of 33 members who are elected for a term of 5 years and 6 parliamentary permanent committees. The National Assembly elects the Speaker and Deputy by the majority votes in the secret ballot. Special sessions of National Assembly may be convened by the President of the Republic, Speaker of the National Assembly or one third of the total number of the members of the National Assembly. The resolutions adopted by the National Assembly are approved by the President of NKR.
The Government is the supreme executive authority of NKR (in wartime, in 1992-94, most of the power was transferred to NKR State Defense Committee). The government is headed by the Prime Minister (A. Danelyan since 2000). The government consists of the vice prime ministers, ministers, heads of state departments and the chief of the Government Staff. The Government powers are regulated by the law on "Government of NKR". The government is accountable to the President and the National Assembly.
