CHILINGAROV Arthur was born on September 25, 1939 in St. Petersburg (Russia). In 1963 he graduated from the Leningrad Higher Marine College named after admiral S. Makarov. In 1969-71 he was the chief of the expedition "Sever-21" drifting station "North Pole -19" and "North Pole-22", then the head of the station "Bellingshausen" in the Antarctica in 1971-74. In the 1974-79 Chilingarov was the head Amderma Administration of hydrometeorology and environmental control. 1979-1986 he was the head of personnel and education of the board of the USSR State Committee for Hydrometeorology and Environmental Control. In mid-February 1985 the research vessel "Mikhail Somov" in the vicinity of the station, "Ruskaya" caught in a storm of drifting ice in the Ross Sea.

Chilingarov was the chief of special expedition, which assisted the ship. He was awarded the title of Hero of the Soviet Union (14 February 1986) - for the exemplary performance for the release of the research vessel "Mikhail Somov" in Antarctica, for displaying courage and heroism. He was awarded the Order of Lenin and medal "Gold Star".

1986-1992 he was the Deputy Chairman of the USSR State Committee for Hydrometeorology and Environmental Control, head of the department on the affairs of the Arctic, Antarctica and World ocean. The head of a scientific expedition to the North Pole by the submarine "Sibir" and head of the transcontinental flight "IL-76" in Antarctica. In summer 2007, he led the "Arctic-2007" high-latitude Arctic deep-sea expedition to the North Pole.

For courage and heroism in extreme conditions, Chilingarov was awarded the title of Hero of the Russian Federation 9 January 2008 by the president of RA. From 2008 he is an associate member of Russian Academy of Sciences, Member of the British Royal Geographical Society and the Russian Academy of Natural Sciences. State Duma deputy of five convocations, Vice-Speaker of the State Duma. Laureate of the State Prize of the USSR (1981), Prize "for Faith and Loyalty" (2008). He was awarded the Order of the Red Banner of Labor (04.1981), "Badge of Honor" (04.1976) "For Merit" third degree (12.06.2007), the Order "For Merit sea" (27.01.2003), as well as other medals and foreign orders.
