 Nagorno Karabakh Republic was declared on September 2, 1991 with the unification of  Shahumyan region and Nagorno Karabakh Autonomous Oblast. The territory is 12,047 thousand square km, the population is 144 thousand (2003), the capital is Stepanakert. The state language of NKR is the Armenian language. There are 10 cities, 391 villages, 277 communities, 267 of which are rural and 10 are urban. 

NKR territory covers the part of the Artsakh province of the Greater Armenia. It also covers Syunik plateau. It has borders with the Republic of Armenia, Republic of Azerbaijan, Islamic Republic of Iran. NKR is divided into 7 administrative regions: Askeran, Hadrut, Martakert, Martakert, Martuni, Shushi, Shahumyan and Kashatagh that consist of urban and rural communities (2004).  State administration is carried out in the regions. Administration officials are appointed and dismissed by the government of NKR.
